searchers look every saturday, vowing to never give up the search for the teenager. >> she needs to be home. the longer it takes, the more heartache and frustrate everyone has. >> reporter: sleethey have sear every saturday for lamar. they're a group of people who have dedicated their time to look for the missing teen. >> i'm searching for answers and for sierra. that's all i want is sierra. that's all her family wants is sier sierra. i want this family to have justice. >> reporter: she vanished one year ago. her purse, cell phone and clothes were found in nearby fields. but where sierra is remains a mystery. >> at this point, we don't have answers. if my child was missing, i would search every day. >> reporter: the volunteers have become like a family and a huge support system for sierra's

parents and sister. there's not one day that goes by that she doesn't think about sierra. >> i know marlene and steve and danielle. they're hurting and just any time -- i don't know, just she'll pop in my head and i just wonder where is she. >> reporter: steve knows how passionate the volunteers are. >> we've got people that are there every single saturday and have been for the last year. so it's just incredible, you know, how generous and good people have been. >> it's going to be an emotional day. just, you know, i think about marlene and steve and danielle and i'm happy we'll all be together, but it's going to be a tough day. >> reporter: "today in the bay." >> two events planned for today to recognize the one-year anniversary. the first event includes a balloon release at the sierra lamar search center in morgan

hill. that's at burnett elementary school. then a search will follow. in freemont this afternoon, there's a community event. sierra lamar's mom tells me it is a family-friendly event. meanwhile, the man accused of kidnapping her remains in jail but still has not entered a plea. he was arrested last may after investigators found his dna on sierra's clothing and her dna in his jetta. legal experts say a long delay is not unusual in a case like this with an active investigation and no body. legal experts avenue add that finding the teenager is critical to the prosecution's case. while lamar's mother hopes to find her daughter alive, she says finding her at all would ease her grief. >> pain and anguish is

indescribable. it's been frustrating because it has gone on this long. there hasn't been anything to indicate that her body hasn't been found so as far as i'm concerned, i as a parent, i am not giving up. there's no real resolution at this point. >> marlene says she believes garcia torres knowses where her daughter is. again, he is charged with sierra's disappearance and also with three separate attempted kidnappings. on nbcbayarea.com, we have more details on all of today's event meant to remember this young girl. just search sierra lamar. this morning, police sort through 1,000 images of child pornography seized from the home of a substitute teacher from san jose. he was arrested wednesday at a school in monterey county where he was a teacher. he was also a substitute

teacher. from 2009 until just last month. that's why the superintendent of that district center letters home to parents with information about the person's arrest. he is now at valley medical center on a psychiatric hold after trying to commit suicide thursday night. for the first time in three years, san jose police department swore in new officers and there was a total of 43 of them. the graduates will replace some of the more than 130 officers who left the department last year. some of course retired. others left for other departments. the new officers will hit the streets for the first time next week. they will be supervised for a few months. and then joined on the streets by other new graduates. the next academy begins in the next couple of months. nice to see. new video out of oakland where dozens of occupy protesters took ton the streets of the downtown

area last night demanding change and damaging several banks in the area. police say nearly 50 protesters vandalized atm machines and smashed that window. they say the window is at the landmark tribune tower, the former home of the oakland tribune. right now, no word on arrests. new this morning, sheriff deputies in napa county are investigating why a deadly officer involved shooting happened. the police tried to pull over a man driving a white pickup truck right around 10:00 last night. the driver refused to stop. then led police on a short chase. at some point authorities say the officers filed shots at the suspect near newell drive and that man died at the scene. right now, not many details why the officers opened fire. we do know no officers were hurt. on the lookout for a suspected bank robber released from jail on a technicality.

he is believed to be armed and dangerous. police arrested this man early this month accused of robbing a bank and holding a gun to a teller's head. the sheriff's department released him from jail 72 hours later because there were no charges or warrants against him. the fbi says the d.a. and the police missed the deadline to file charges. police say they are looking into what happened, and they're trying to get him back into custody. still ahead on "today in the bay," the unlukely city gaining ground in the tech industry. plus, a first for san francisco. the new cruise ship calling the city by the bay home. silicon valley is the gold standard when it comes to tech start-ups but oakland is gaining ground. "today in the bay" shows us why it is a great place to do business. >> reporter: the program director should know. the san francisco-based venture capital firm is backing five oakland tech companies and hopes to find others. >> the more we see oakland in a positive light, the more companies are going to choose to locate in oakland, and grow in oakland. >> reporter: oakland is quietly becoming a breeding ground for successful start-ups. giving birth to a revolution in everything from food to online music. streaming music site pandora had its best day as a publicly traded company last week when shares jumped 18%. revolution foods which makes affordable lunches now delivers

120,000 meals daily thanks to its central location of oakland. >> the city, county and state have made it a positive business climate. it is a designated enterprise zone. our companies can take advantage of business incentives. >> reporter: ranks the top 15 cities in the u.s. for start-ups based on dollars invested in young tech companies in 2012. oakland ranks 11th. san jose and san francisco top the list, no surprise there. but the high cost of rent is making other areas, ike oklike oakland, more attractive. still ahead, it has become part of it, but now the rocket ship is ready for liftoff. here's the view of the bridge as it rises into the clouds. a sunny finish to your weekend. we'll look at some changes ahead when we come right back.

good morning, oakland. some of that haze will burn off and give way to sunshine later on this afternoon. the city of paloal tow is searching for solutions to its growing parking problem in the downtown area. the city council will address the issue at a meeting on monday. palo alto online reports some ideas include perhaps creating some more permit only parking in neighborhoods to building a new downtown parking garage. many residents complain when developers are allowed to build downtown, they are not forced to include parking in their plan. we'll see what happens on monday. from parking to a major change of direction in downtown hayward. literally a change in direction to help ease traffic. foothill and mission boulevards are now one way streets and traffic flows in a loop in the often congested five legs area of hayward.

that is jackson street and mission boulevard to a street and foothill boulevard. work crews put up cones last night to redirect traffic. they believe they will have this project complete by monday morning's commute. the loop is the most important part of the 238 corridor improvement project. its goal is simple. to reduce traffic for people who cut through hayward. the former site of the historic bay meadows racetrack is be the bay meadows transit village. dedicated earlier this week. a lottery will be held for ten of the new town homes. the asking price, about $716,000. more than 700 people have already prequalified for the lottery. some homes will be ready for move-in this summer. when they are finished, the complex will house nearly 1,200 new homes, as well as office and retail space and 12 acres of parks and gardens.

for the first time in the history of san francisco, a year-round cruise ship is calling the city home. we're talking about the princess cruise's grand princess , it wil part out of pier 27. nearly 100,000 passengers are expected to sail on that grand princess to the hawaiian islands and up and down the california coast. lucky folks. ler today, the cruise ship will depart sailing under the golden gate at sunset. it has been orbiting the area for more than two years. the beloved rocket ship art installation is about to blast off. the artist who created it are taking it down this weekend. it was originally supposed to stay for one year. the port extended the stay to 2 1/2 years. it has become a popular

destination for gathering and of course for photos. >> taking it down is a lot of fun for the crew. we get to play on a giant toy with big machines. and it's time for something else to come to this location and it's time for us to go find another spot in the universe. >> the port has not decided what will replace the rocket. san francisco will be looking for a little green today when it hospitals its 162nd st. patrick's day parade. the grand marshal will be the fire chief's wife. it kicks off at market and second street and will finish at theive isic center where an irish festival will be held. several streets will be shut down. across the bay, celebrations also happening in dublin where the city will host its 30th annual st. patrick's day parade.

a pancake breakfast will be held at fire station 16 from 7:00 till 10:00 this morning. proceeds benefit bay area charities. a parade kicks off at 9:30, amdore road plaza. following the parade, the city will host an irish festival at the dublin civic center. the celebration also happens tomorrow. now we want to check in with rob because we wanted to look a little like dublin. >> we've got the low clouds, mist on those hills, the green hills in and around dublin in the trivalley. green on the map in terms of the temperatures. some 50s in a few spots. we have 50 in san jose. 47 at livermore. and the exception to the rule is santa rosa this morning down to 39 degrees. notice the wind slightly on shore. which will help pump in some marine air. we do have fog in some of those

higher elevation inland valleys. quarter mile visibility around gilroy. we'll have low clouds around for this morning. hazy sunshine for this afternoon. partly cloudy conditions for the most part this weekend. those afternoon high clouds spilling in through monday. tuesday into wednesday, much needed rain and some sierra snow heading towards the middle part of the week. as we look at the hazy midday sunshine, you'll see high clouds streaming in. the wide angle shows you a system here taking shape. it's going to tap into some tropical moisture out of the south. by tuesday, all of this should start to come together as it approaches the bay area. this will bring us the big pattern change. that's probably going to carry over into wednesday. today, you can see the low clouds in and around the bay. then we'll get some.

high clouds coming in through the evening hours. towards 11:00, low clouds again filling back in along the seashore. highs around the bay area today should still see 70s inland. perhaps as warm as the mid-70s out towards the trivalley. bit cooler around the inner bay. mid-60s around san francisco. 60s and 70s there in the north bay. not much change today and tomorrow into monday looks dry. notice here, tuesday into wednesday, that's when the rain comes back. our temperatures will drop down. highs in the low 60s. plan on a rainy tuesday evening commute. and a wednesday morning commute. but then by wednesday night and thursday, skies clear rapidly. it looks like we'll be warming up heading into next weekend. instead of seeing a dry break between several storms, it's just one storm. and things dry out once again. we would like to have a little bit more rain. we just planted our garden and

>> my streets are beautiful. >> reporter: chuck is not only grateful for the improvement, he's, in large part, responsible. >> is that for here or to go? >> reporter: he owns this restaurant chain. while it has grown to 20 outlets in a little more than 20 years, it was here in downtown san jose that he sold his first slice. >> it all started here for me. i've always said, this is -- i got to give back to san jose. we're going to find a way to make everything look great. >> reporter: in 2008, with city budgets getting smaller and city streets getting dirty, he and other downtown property owners came up with the idea for groundwork. a property-based improvement district. they would tax themselves 7 cents per square foot with the money being spent making downtown san jose nicer. armed with a $2 million budget, groundworks took over street

cleaning, garbage collection, took over graffiti removal from the city, and the city couldn't have been happier. >> couldn't have come at a better time. the amount of money we had to clean downtown and to take care of the sidewalks and those types of things was on the decline. the city recognized it. our downtown partners recognized it. we needed to do something about it. >> reporter: groundworks has also spent money beautifying downtown. lights were strung. flower boxes planted. benches installed. they even hired ambassadors to roam the city streets giving out advice and assistance to anyone who needed it. groundworks, however, was only approved for five years. so in 2012, it came up for renewal. this time for a ten-year run. and in perhaps the best measure of its success, the people who pay for it, the property owners, said yes again. >> i know it is crazy.

is good for those outdoor plans, san francisco over towards dublin. the fog's a little bit thick. that should start to lighten up a bit towards 9:00 this morning. the low clouds showing up hour by hour. by lunchtime, still patches of fog maybe by hayward and freemo freemont. those high clouds going on by. no rain there in the future cast. you can see temperatures. keep an eye on concord. get out towards fairfield. mid-70s there. upper 60s, close to 70, in san jose. so there's the green on the map. showing up, 4:00. 60s and low 70s for highs today. much needed snow and wind. >> this morning, the u.s. is announcing it is bolstering its nuclear defense system along the pacific coastline to counter the growing reach of north korea.

the pentagon will spend $1 billion to deploy the additional ballistic missile intercepters at ft. greely in alaska. u.s. officials want to act soon because they believe north korea is further along in its nuclear program than originally thought. and that north korean leader kim jong-un is engaging in more threatening acts. it will take up to three years to install the new missile defense system. on his third full day as the head of the roman catholic church, pope francis spent today meeting with members of the media. more than 5,000 journalists have been covering the event this past week. many of them attended today's meeting in paul vi's hall at the vatican. pope francis said he wanted the catholic church to focus on serving the needs of the poor. he explained he chose the name pope francis after st. francis of assisi, a symbol of service to the poor. pope francis spent a private moment in prayer.

the vatican reap leasing this video of the pontiff praying. he is also expected to travel to meet his predecessor, the pope emeritus, next saturday. today marks an extremely painful day for the family of missing morgan hill teenager sierra lamar. exactly one year ago on a friday morning the 15-year-old vanished while on her way to school. since then, a core group of about 40 volunteers have searched for her every saturday. they never met sierra but say her disappearance deeply affected them. they say not a day goes by that they don't think about her and her family. >> i know they're hurting and just anytime -- ill don't know, i could be sitting there and she'll pop into my head and i just wonder where is she. >> lamar's father says it is

support from all the volunteers and community that continues to give them hope that they will one day find sierra. her family has two events planned for today to recognize march 16th. the first event includes a balloon release at the search center in morgan hill on tilton road. it gets under way at 9:00. a search for sierra will follow. in freemont, the fund-raisers planned for this afternoon to help raise money to keep the search efforts going. this one at 1:00 to 5:00 on niles boulevard. her mother says it is a family-friendly event. this is the man accused of kidnapping and murdering her. he was arrested last may, but has not entered a plea or had a preliminary hearing. legal experts say a long delay is not unusual in a case like this with an active investigation and no body, but lamar's mother says every passing day just adds to her

a widespread search for the man was launched and the forests around his home, with his family believing he was returning to the scene of the crash to find his backpack. but he apparently boarded a bus in san francisco. it's still yet unclear how he ended up in utah. new this morning, police are continuing to search for a suspect wanted in an attempted child abduction. police say yesterday afternoon a 12-year-old girl walking home from school was approached by a man parked in a driveway. he allegedly asked her if she wanted a ride. when she refused, she says the suspect grabbed her by the arm. the girl was able to free herself and run home to safety. the suspect is described as having slicked down black hair with a brown goatee and piercing. he was last seen driving a silver four door car. also new this morning, california social services is shutting down a livermore preschool. state investigators say universal school llc was not

properly licensed. the campus is dated on florence road near sunset park. there have been no reports of any criminal violations at this school. livermore police are working with the state to ensure no crimes were committed. parents have been notified of the closure. there simply was not enough evidence, that ishat the army is saying about a decision to discharge a soldier instead of prosecuting him on rape charges. that soldier was the man who shot and killed two santa cruz police officers last month. he was accused of two rapes while in the army in 2006. former defense secretary leon panetta and members of congress have demanded investigations into why the military did not prosecute those cases. an army spokesman defended the decision saying in one case dna did not match. in another case, a victim could not identify him. the army says they made a deal

with him that included an other than honorable discharge. new this morning, two more ch chances for community members to trade in their guns for cash. accepting weapons at the training facility on stevenson boulevard. the gun buyback starts at 10:00. it is only for people who live in freemont, newark and union city and you will have to show proof of address. pittsburgh police will hold their own gun buyback. that one at pittsburgh city hall. the event is only for people living in pittsburgh or bay point. this will pay $200 for firearms, $300 for assault weapons. still ahead on "today in the bay," a rare chance to walk through bay area history. how you can see millions of artifacts almost never shown.

looking live. it is going to be warm up and be a pleasant afternoon. this weekend, the national park slip is holding an open horse to rue veal secrets. the agency is opening up two centuries worth of archives. more than 6 million artifacts. everything from old uniforms and photos to plans of a building a missile site. tucked away are fbi evidence of the 1962 great escape from alcatraz too. >> we have paint samples that were used in creating the heads that they put in their place. >> how you can see all of the artifacts at the park archives and records center.

the collection is normally opened to researchers a couple of days each year. an american astronaut and two russian cosmonauts are waking up on earth for the first time in five month. their space shift safely landed in kazakhstan around yesterday evening. the crew was supposed to arrive earlier this week but freezing rain on the ground delayed their plans. while on their mission, they orbited the earth 2,300 times and traveled nearly 61 million miles. much more ahead on "today in the bay." coming up, a local artist getting worldwide attention. a look in oakland. gray skies, but they won't stick around for too much longer.

good morning. nice view there. out in the hills there. the trivalley. nice shot showing the misty skies. low clouds will clear out right around the time we approach lunchtime later today. right now, 47 degrees in livermore. 50 in san jose. chillier upper 30s in the north bay. as you can see, not much wind this morning. a bit of a sea breeze pumping in marine moisture which is helping to give us low clouds we're waking up to. the thickest in livermore and out towards santa rosa. use some caution. next couple of hours, we will see clouds lift in elevation and break up as the sun mixes in dryer air. low clouds clearing around lunchtime. high clouds coming in for the

afternoon. we should stay dry for monday. bigger chances by tuesday afternoon and wednesday. the high clouds holding off. spilling over the ridge of high pressure. it's a system here north of hawaii trapping into tropical moisture out of the south. it will start to move towards the bay area by tuesday and wednesday. that will bring us some much needed rain beginning tuesday afternoon. but not impacting your weekend plans other than tossing maybe high clouds our way tomorrow. some hazy skies, some high clouds will start to fill in again as we head into tonight. today's highs, low 70s. warmest temperatures today should be areas east of 680. low 70s closer to livermore. 60s for san francisco and the coast. 60s to some low 70s along the north bay. overall, just copy, paste that forecast into sunday.

and they're in collections at the world's great me seams. miller doesn't talk about his art. he can't. the 51-year-old is severely autistic. cara is dan's sister. >> you and i, we're able to express ourselves. but for someone with autism, that's not an option for him. here, he can do that. >> reporter: here is oakland's creative growth. a nonprofit art center for the disabled. a free program for people with all levels of talent. given a chance to express themselves. in a world where that isn't always easy. >> them been seeing as being outsiders. if you bring somebody into a context and you say, tell me about your life, and they do it through art, it's amazing what opens up. >> look at my paintings. >> reporter: william scott's work is also in the collections of top museums. >> i taught myself how to paint. i taught myself. >> he has a beautiful soul and he really wants to change the

in the last game the home stand. this one was never really close. sloppy. as they lost 113-95. golden state, now 37-30 on the season. the regular season just around the corner. the giants looking good in the scottsdale. hunter pence hitting his first home run of the spring. the giants beat the rangers 5-2. let's see it. there she goes. they will soon be returning to the giants. but angel is on his way to att park for the final round. last night, puerto rico upset team usa in a nail biter. ryan vogelsong got the loss, giving up two runs in 5 2/3 innings. the classic continues on sunday.
